Unfortunately “Red Fire Monkey” was the 2016 Conflux theme. That contest ran last year.

In answer to your actual question, yes, stories can be submitted electronically (that’s the only option, actually). A mail address and submission guidelines will be included in the comtest announcement, which should come within the next week or so.
